Leo Goodwin Sr. and his wife Lilian Goodwin are the founders of GEICO in the year 1936. This was done to provide auto insurance directly to families of federal government employees. Goodwin worked for USAA starting from 1925, as an insurer who specialized in insuring military personnel only; later he decided to start his own company. This was because he had arose as far as a civilian could go in USAA’s military-dominated hierarchy.

Based on Goodwin’s experience at USAA, GEICO’s original business model assumed that federal employees as a group would generate a less risky and more financially stable pool of insureds, as disputed by the general public. Though the word “government” is found in GEICO, GEICO has always been a private corporation not joined with any government organization.

In 1937, the Goodwin family relocated GEICO from San Antonio, Texas to Washington, D.C. and assimilated the company as a D.C. corporation after realizing that their business model would work best in the place with the highest absorption of federal workers.

An important personality in GEICO’s history is David Lloyd Kreeger, who became president of the company in 1964 and helped pilot it into a major insurance enterprise. David formed a group of investors in 1948, who bought into GEICO right before it went public that year. He became senior vice president and general instructor of the company.

In 1964 after presiding GEICO for six years, he is chairman and chief executive officer. These titles he retained until his retirement in 1975. He was still the chairman of the executive committee until 1979, when he became honorary chairman.

In 1974, under David’s leadership, GEICO began to insure the general public. This was after real-time access to driving records which makes use of computer codes became available in the United States. Though, it was shortly the fifth-largest U.S. auto insurer. It was clear that GEICO had increased far too rapidly (during the 1973–75 recession) when it reported a $126.5 million loss in 1975.

To prevent GEICO from falling, a conglomerate of 45 insurance firms agreed to take over a quarter of its policies, and it was compelled to issue a stock offering to raise money to pay claims. It took five years and a great re-coordination to set GEICO on the path to improvement.
